Sanitation Code Violation

Today there was street cleaning on Green Street between 3300-3200. Signs were posted a couple of days before regarding parking. Today 3 cars were parked on the street preventing the cleaning of the street. Why weren't these cars ticketed? Calls were placed 2 times at 911 and there was no response. These people probably don't even live on the street yet they get away with this.
